Commitment to achieving Net Zero
Prelego Holdings Limited (“Prelego”) is committed to achieving Net Zero emissions by 2050, covering Scope 1, Scope 2 and the required subset of Scope 3 emissions. Given the company’s remote-first, software-only operating model and its already minimal footprint, Prelego intends to reach Net Zero materially ahead of this date and will keep its target date under review as measured data replaces screening estimates.
Baseline emissions footprint
Baseline emissions are a record of the greenhouse gases that have been produced in the past and were produced prior to the introduction of any strategies to reduce emissions. Baseline emissions are the reference point against which emissions reduction can be measured. Prelego’s baseline year is 2026.
Prelego was incorporated in 2026 as a spin-out from Imperial College London and has no prior trading history; greenhouse gas emissions have not previously been assessed or reported. In accordance with the Carbon Reduction Plan guidance, the organisation’s first reporting period (2026) is used as its baseline year. Baseline and reporting year figures are therefore identical for this first submission and will diverge in subsequent annual updates as reduction measures take effect.
Prelego operates a fully remote (virtual) business model with a small team of approximately ten people, no owned or leased premises and no company vehicles. Scope 1 and Scope 2 emissions are therefore zero. The required Scope 3 subset has been estimated using the UK Government greenhouse gas conversion factors for company reporting (2026):
- employee commuting, including homeworking (Category 7), estimated from FTE homeworking hours at approximately 3.5 tCO₂e;
- business travel (Category 6), estimated from occasional rail and car journeys at approximately 0.4 tCO₂e — video-conferencing is the default and there is no routine air travel;
- waste generated in operations (Category 5), estimated at less than 0.1 tCO₂e;
- upstream and downstream transportation and distribution (Categories 4 and 9), which are nil, as Prelego is a software business with no physical goods, logistics or facilities.
Figures are screening estimates proportionate to the size of the organisation, prepared in line with the GHG Protocol Corporate Standard, and will be replaced with measured activity data in subsequent annual updates.

As 2026 is both the baseline year and the first reporting year, the reported figures are identical to the baseline set out above. Subsequent annual updates will report measured figures against this baseline.
Emissions reduction targets
In order to continue our progress towards achieving Net Zero, we have adopted the following carbon reduction targets. We project that total carbon emissions will decrease over the next five years to 3.4 tCO₂e by 2031, a reduction of 15% against the 2026 baseline, on a like-for-like operational basis.
As a newly founded organisation, these projections are based on screening estimates. Because Prelego expects to grow its headcount as it scales, absolute emissions alone could mask genuine progress; we have therefore also adopted an intensity target of at least a 20% reduction in emissions per full-time-equivalent employee (tCO₂e/FTE) by 2031 against the 2026 baseline. Both measures will be reviewed against measured activity data at each annual update, and this section will be restated with actual baseline-relative reductions and an updated progress chart.
Completed carbon reduction initiatives
The following environmental management measures and projects have been completed or implemented since the 2026 baseline. These measures will be in effect when performing the contract.
- Remote-first operating model:Prelego maintains no office premises and no company vehicles, eliminating building energy use, facility waste and employee commuting emissions at source.
- Paperless operations: All quality management (eQMS), regulatory and business documentation is created, reviewed, approved and retained electronically, with no routine printing or physical document storage.
- Renewable-committed cloud infrastructure: Development and hosting infrastructure runs on major cloud platforms with published 100% renewable-electricity and Net Zero commitments, avoiding the need for on-premise servers. Where products are deployed within customer (NHS) environments, no additional Prelego-operated infrastructure is required.
- Low-travel culture: Meetings are held by video-conference by default; where travel is unavoidable, rail is preferred and air travel is not routine.
- Energy-efficient IT: Staff are issued energy-efficient laptops (no desktop workstations), equipment is kept in service for its full useful life, and end-of-life equipment is disposed of through WEEE-compliant recycling routes.
Future carbon reduction initiatives
In the future we intend to implement further measures, including:
- Environmental policy:formalising a concise environmental and sustainable travel policy within the eQMS, including a rail-first rule and an approval step for any proposed air travel.
- Measured data: collecting actual activity data (homeworking hours, travel bookings and cloud usage) so that screening estimates are replaced with measured figures at the first annual review.
- Supplier engagement: engaging key suppliers (cloud and IT hardware) on their Net Zero commitments and factoring carbon into procurement decisions.
- Wider Scope 3 reporting:extending voluntary Scope 3 reporting to purchased goods and services (Category 1), including cloud computing emissions, as provider carbon-reporting tools mature.
- Sustainable IT procurement:purchasing refurbished or remanufactured IT equipment where practicable and extending hardware replacement cycles.
- SBTi alignment: reviewing alignment with the Science Based Targets initiative (SBTi) SME route as the company grows.
Declaration and sign off
This Carbon Reduction Plan has been completed in accordance with PPN 006 (formerly PPN 06/21) and associated guidance and reporting standard for Carbon Reduction Plans.
Emissions have been reported and recorded in accordance with the published reporting standard for Carbon Reduction Plans and the GHG Reporting Protocol corporate standard, and use the appropriate Government emission conversion factors for greenhouse gas company reporting.
Scope 1 and Scope 2 emissions have been reported in accordance with SECR requirements, and the required subset of Scope 3 emissions have been reported in accordance with the published reporting standard for Carbon Reduction Plans and the Corporate Value Chain (Scope 3) Standard.
This Carbon Reduction Plan has been reviewed and signed off by Prelego management. It is published on the Company’s website at prelego.ai and will be reviewed and updated at least annually.
